NCC PUBLIC COMMENT LETTER:
August 3, 2026
Dear members of the Planning Board -
I am writing to express the Noyac Civic Council’s (“NCC”) concerns about the proposed multi-family project at 3310 Noyac Road. We appreciate the opportunity for public input, and respectfully request the Board to carefully evaluate our feedback, and the project’s potential impacts, before making a final decision.
This comment letter represents the views of the NCC board. The NCC has over 70 years’ experience advocating for Noyac’s best interests to ensure our community's quality of life.
We urge you to consider the compounding effect of approving project after project on a hamlet, especially when situated on a stressed roadway such as Noyac Road.
The project will increase vehicle volume on an already over-capacity Noyac Road, particularly during peak commuting hours. The project is located in a business area, with a densely populated neighborhood (Pine Neck) across the street. The business area primarily relies on on-street parking. Construction projects in the area have already impacted the community with added noise and traffic. It is widely recognized that Noyac Road has become a major east-west thoroughfare at all times of the year. It was not built for the volumes and large, heavy trucks it currently handles, and Noyac residents are crying out for relief. These combined factors will lead to longer travel times, increased congestion at key turns, and reduced safety for drivers, pedestrians and cyclists.
We are also concerned about the project’s potential impact on water quality, as it is located within the Noyac APOD. Additional impervious surfaces, increased stormwater runoff, increased waste systems, and construction activities will impact our aquifer, and nearby bays, creeks, ponds and wildlife. Again, we must consider the compounding effect of approving project after project in an ecologically fragile environment.
We recognize that growth and development can provide important benefits to the community, but they should occur in a manner that does not create additional stressors on our environment, and Noyac Road. We believe that this location is not an optimal spot for a project of this scale.
